Opening remarks by VP 3D
The meeting was called to order at 15:07.
Jude felt that it was important that the group get together to discuss
items more than once per year. She
would like to have 3 meetings per year.
She is dedicated to the growth of 3D, and it is the FCA 3D committee’s
mandate to lead for changes and though the process will long, the committee
provides the leadership for the programme.

Issues
a)
2008 Outdoor 3D Nationals
Mano Navarro reported that the O/C has been working well and planning.
They working on obtaining a title sponsor right now and will ensure that
the logo will be bilingual, once the sponsor is obtained.
They are waiting for the snow melt.
There are still some problems with the O/C website but it is being worked
on.
b)
2009 3D Outdoor Nationals in
Daniel reported that Amos
will be applying to host the 3D nationals and Trois-Rivières for indoors in
2009.
c)
2009 Indoor 3D Nationals
The proposal from Trois-Rivières should be ready to submit in time for the April
1 deadline. There should be news in
time for the FCA Board meeting in

Rules changes for 2008
Proposal 1.1
TABLED
3D chaperones will be
discussed in August. Cubs & pre-cubs
shoot with their parents. At the
2008 indoor nationals, Jude plans to put cubs and pre-cubs in groups with the
same distances and not have parents shooting at the same time during the event.
Youth will shoot at a different time for indoors, with 3 lines.
It will be an experiment.
ACTION:
Note to Dauphin Archery Club - On the formal 3D registration form would
it be appropriate to state whether or not the participant would shoot with
children, as a special request.
Proposal 2.1

Everyone will have to have shot all the same courses.
Spectators and archers alike enjoyed the new format in Utopia, ON.

Hunter Class was the issue because equipment is being made with string
suppressors integral to the bow.
This contradicts the IBO ruling. But
FCA rules have been modified.
11.11.2.3
Sights and v-bars, when allowed, must not extend more than twelve (12) inches
in a horizontal plane
from the bow nearest the point of attachment for all classes.

Proposal 7.1

Conditional divisions minus the peewee divisions and all youth are grouped
together and all traditional are grouped together.
There was discussion regarding the change that the FCA Board must
reinstate it, e.g. 3.4.9.2. There was a discrepancy with the target/field rules
and this was altered in the revised proposal below.

3.4.9.2
The Peewee Class will be offered as a non-competitive class and is exempt from
this rule.
A 3D class will be designated as “Conditional” if the combined number of
non-Guest male and female participants in the class is less than
ten (10) for three (3) consecutive years. Where
feasible, organizers should combine male and female classes if there are fewer
than ten (10) competitors in either.
Once a class is designated as “Conditional,” it will be shown as such on the
pre-registration form for the Nationals. Any pre-registrants who select a
Conditional class will be required to select an alternate non-Conditional class
in which they wish to register in case fewer than ten
(10) people pre-register for the class which is their first choice.
Pre-registrants may indicate that they wish to withdraw their registration for a
full refund if the Conditional class which is their first choice is not offered.
The organising committee will declare whether a Conditional class will be
offered that year depending on whether ten (10) or more pre-registrations have
been received for the class by a deadline three (3) weeks in advance of the
start of the event.
This rule applies independently to Indoor 3D Championships and the 3D Outdoor
Championships.

At this point in the meeting, the ABAM representative left the meeting.

Appeals and definition of who is involved
11.8.1
Jury of Appeal. See Chapter 3 (Rule 3.3.8 or 3.4.8) re selection of the
Jury at Canadian Championships At other Indoor or Outdoor 3D FCA sanctioned
events, unless the Organizing Committee makes alternate appointments with the
approval of the FCA Executive, the Chairman of the Jury will be the first person
in the following list who is not involved as a subject of the appeal:
(a) the provincial level or higher certified judge with the most active years
judging who is present but not officiating or competing,
(b) the highest level certified judge with the most active years judging who is
officiating at the event,
(c) a knowledgeable Judge who is present but not competing,
(d) a knowledgeable FCA Officer who is not competing.
In the event there is any dispute about who should be named the Chairman of the
Jury, the decision will be made by the FCA 3D
Vice-President or appointed representative.

Crossbow category for 3D
Jude suggested that the
FCA 3D committee review attendance records and participation in the crossbow
division after the Québec national championships.
In the meantime,
FCA should follow IBO rules for crossbows.

Jude has been working on a new system and within the next couple of days she
will revise it and send it to the committee by e-mail.
ACTION:
Committee responses by Tuesday, March 25 to Jude.
- Traditional Class
Wil Reinhart mentioned that equipment rules within the Traditional Class change
for various age categories.
ACTION:
Wil Reinhart will present a review of all traditional class rules and
suggest changes at the August 2008 3D committee meeting.
Peter Garrett will supply input.
